Summary： The State Council of China recently approved the government reorganization plan of the Ministry of Health (MOH) following its take over control of the State Food and Drug Administration (SFDA). The plan stipulates the changes in responsibilities, internal functional department setup and personnel arrangements within the Ministry of Health, SFDA and State Administration of Traditional Chinese Medicine (SATCM).

Info/Comments:		 Following important provisions are made by the plan:

Firstly, the State Council confirms the jurisdiction of the Ministry of Health over SFDA and SATCM.

Secondly, some responsibilities are reassigned between the MOH and the SFDA. 1) Responsibilities for coordinating food safety and investigation of major food safety accidents are moved to the Ministry of Health from the SFDA; 2) responsibilities for food hygiene licensing, supervision of food safety in catering businesses and canteens, and health supervision of health foods and cosmetics are transferred to the SFDA from the MOH; 3) health sector science and technology appraisal work is transferred to private organizations and institutions; 4) responsibilities for formulating food safety standards and pharmacopoeia, and for establishing the national essential drug system are added to the current jurisdictions of the Ministry of Health; and 5) responsibilities of the MOH on supervision of medical services and public medical institutions are strengthened.

Thirdly, a number of new departments including “Medical Service Supervision & Administration Department” and “Drug Policy and Essential Drug System Department” are added to the existing internal departments of MOH. In addition, the existing “Health Supervision Department” under the MOH is reorganized into the “Food Safety Coordination and Health Supervision Department”.
